The explanatory memorandum notes that According to the law “On Freedom of Conscience and Religious Associations” laws and other legal acts adopted in the Russian Federation and affecting the realization of the right to freedom of conscience and freedom of religion and activities of religious associations must comply with this law. “Proceeding from the preamble of the said federal law, namely Christianity, Islam, Judaism and Buddhism are an integral part of the historical heritage of the peoples of Russia”, – emphasized in the explanatory memorandum.
