After the talks with Vladimir Putin, she accused Russia of violating international law. This, and the armed conflict in eastern Ukraine have seriously undermined the relations between Moscow and Berlin, Merkel noted. She stressed that in the Donets Basin has not yet been a real ceasefire. In turn, the Russian president said that the responsibility for violation of the truce lies on both sides of the conflict. Angela Merkel declined to come to Moscow on May 9 Victory Day celebrations, because of the situation in Ukraine. The day before, she took part in a wreath-laying ceremony at the Tomb of the Unknown Soldier near the Kremlin wall.
