After the talks with Vladimir Putin, she accused Russia of violating international law. This, and the armed conflict in eastern Ukraine have seriously undermined the relations between Moscow and Berlin, Merkel noted. Angela Merkel declined to come to Moscow on May 9 Victory Day celebrations, because of the situation in Ukraine. The day before, she took part in a wreath-laying ceremony at the Tomb of the Unknown Soldier near the Kremlin wall.
