
Russian Chief Military Prosecutor found no violations of the law during investigations of criminal cases of the death of 159 Russian military since the beginning of 2014 to the middle of 2015. This was reported in the Office response to the request of human rights defenders.
As the BBC Russian Service board member of the International Society “Memorial” and the chairman of the Civil-Military Relations Human Rights Council under the President Sergey Krivenko, a request to the prosecutor’s office it was sent in December.
It concerns the investigation of the death of soldiers, which Krivenko published in his blog.
In it a human rights activist analyzes reports of the death of the military, published in open sources in the period from January 1, 2014 on July 30, 2015. In total, he found reports of 159 soldiers, which would be the name and surname, as well as the number of the military unit, where they are served.
Krivenko divided all deaths in the two groups. In the first – check the cause of death was made, and were aware of the circumstances and place of death. Such cases were 79 out of 159.
Krivenko said the BBC Russian Service that in peacetime the soldiers may be killed at the exercises, from bullying, from diseases and suicides. Almost all such cases there is information that the law enforcement authorities to prosecute and verify the cause of death.
The second group included 80 cases where information on the causes of death in the media was not (most of these cases were in the second half of 2014.). In 72 cases, there was no mention of the region, no information about the beginning of the inspection into the death of the military. The increasing number of such cases coincided with an aggravation of the conflict in eastern Ukraine, said a human rights activist.
Since the July to December 2014 Krivenko counted 108 reports of deaths of servicemen. The region was named only 28 of them.
“I asked to be informed of each soldier. They responded very general, without mentioning specific servicemen, said that all cases checks are carried out, everything is fine, everything is legal, criminal things are not excited. Obtained here is a very sleek, actually answer anything, “- said the human rights activist.
” In each case it will be possible to work only if the relatives agree and give the authority to ask. If I come relatives who want to find out information about the victims, we will work with them, “- said Krivenko.
In May 2015, Russian President Vladimir Putin signed a decree secret list data on losses among servicemen during special operations in peacetime, . Presidential press secretary, Dmitry Peskov, at the same time stated that the decree is not related to the conflict in the Donbass.
This decree was preceded by media reports that the Russian military are involved in the fighting in the east of Ukraine, as well as losses among them. Russian authorities deny the presence of the Russian regular army in the region.
