The meeting was attended by Russian Ambassador to Ukraine Mikhail Zurabov, authorized representatives of the self-proclaimed Donetsk and Lugansk People’s Republic Denis Pushilin and Vladislav Dane, the OSCE delegation headed by the Special Representative Heidi Tagliavini, and former President of Ukraine Leonid Kuchma.

Before the meeting, the OSCE Representative Heidi Tagliavini stated that the agenda of the talks on Wednesday was four questions: a cease-fire , the withdrawal of all parties of heavy equipment, the exchange of prisoners, delivery of humanitarian supplies to the territory controlled by the militia to prevent a humanitarian disaster.

The Ukrainian Foreign Ministry hoped that the consultations in Minsk will help reach concrete results. At the same time, in Kiev urged not to wait for “tangible results” until Friday. The prime minister said DNR Alexander Zakharchenko, the main issue on Wednesday was supposed to be a question of exchange of prisoners on the principle of “all for all».

Moscow, in turn, insists on the implementation of the four points already concluded Minsk protocol: Act amnesty adoption of the law on the special status, improving the humanitarian situation and the adoption of a program of economic recovery.
