The Foreign Ministers of France and Germany, Frank-Walter Steinmeier, and Jean-Marc Eyraud, who flew on the same day in Berlin, the German capital came from a two-day visit to Kiev.
FMs flew together on the board of the German government plane immediately after the brief meeting and a press conference right in the departure lounge of Terminal government Tegel Airport.
The program talks in Kiev more than sated. First, the two ministers on the state of the OSCE Special Representative informed the contact group on Ukraine Martin Saydik and Deputy Head of Mission of the OSCE observer Alexander Hug.
On the same evening, he is scheduled to meet German and French ministers with Prime Minister Arseniy Yatseniuk and President Petro Poroshenko. At first, according to the protocol of the visit, set aside 70 minutes in the second – half an hour. But this is not the last negotiations on Monday.
At half past nine in the evening at the German Embassy in Kiev will be a dinner, which will be attended only three ministers of the Ukrainian government – infrastructure Andrew Pivovarsky, Agrarian Policy and Food of Finance Aleksey Pavlenko and Natalia Yaresko
.
As noted by the German observers, the three of them are considered to be the most active supporters of the reform, less prone to corruption temptations than some other representatives of Ukrainian legislative and executive authorities, and Natalia Yaresko also called the front-runner for the post of prime minister if Yatsenyuk still resign .
On Tuesday, German Foreign Ministers of France and have breakfast with his colleague Paul Klimkin, and then go to the Verkhovna Rada, which will meet first with its speaker, and later with the leaders of all parliamentary factions.
In a joint appeal, published on Monday in the German newspaper Frankfurter Allgemeine Zeitung, Frank-Walter Steinmeier, and Jean-Marc Eyraud stressed that the fate of Ukrainian reforms depends not only on the president, prime minister and government, but also from Parliament and the opposition.
In writing both expressed hope for “a willingness to solve political forces to continue the course of reforms in Ukraine.” Oral – at a press conference before the flight – took a sharper tone and Steinmeier Eyraud
.
“In Kiev, must return to the path of reforms”, – said the first. “We will try to convince our interlocutors that – added a second – that the reform will be carried out more quickly, the sooner confidence is restored, which is especially important for the international creditors of Ukraine»
.
Translated from diplomatic language obscheponyatny these statements mean: in Berlin and Paris believe that Kiev is not to carry out reforms, and secondly, that the credibility gone
.
Another purpose of the visit of two European ministers in Kiev – to understand that there is really going on. Events last week have caused confusion in the Berlin fair – the resignation of the Prime Minister, the negative evaluation of the government, but an insufficient number of votes in the parliament for a vote of no confidence to him
.
“We want to know what’s going on below the surface of current events, which are utilized with the factors of influence that we may have to consider in the future”, – said Frank-Walter Steinmeier
.
At the press conference it was also announced in Berlin that on 3 March in Paris will take place in the next round of negotiations, “Norman format” (Germany, Russia, Ukraine and France) at the foreign minister level. It goes back on the implementation of last year’s Minsk agreement.
According to Steinmeier, to move forward along this path is needed as the readiness of Russia to follow these agreements and to work on the militias, and holding in Ukraine of the constitutional reform, the adoption of the electoral law and a special status for the regions under the control of militias.
