The document did not receive the required majority support in nine of the 15 countries – members of the Security.

The project was supported by eight countries, including Russia, China and Jordan. The US and Australia have opposed its adoption.

Another five countries – United Kingdom, Lithuania, Nigeria, Republic of Korea and Rwanda – abstained.
