The Bank of Russia withdrew from the December 10, 2014 a license to conduct banking transactions in non-banking credit organization “First Land Settlement Center” (NGO “The first land RC” (Kursk) and the credit institution of “Commercial and Construction Bank” OJSC (“TSB”, Moscow). This is stated in the press service of the regulator.
«The decision to use extreme measures of influence – revocation of a license to conduct banking operations – the Bank of Russia in connection with the repeated violation of the credit institution within one year of the requirements of Article 7 (except paragraph 3 of Article 7) of the Federal Law “On counteraction to legalization (laundering) of proceeds from crime and terrorist financing.”
The report of the Central Bank states that “the first land RC” and TSB Bank does not comply with the law on countering the legalization (laundering) of proceeds from crime and terrorist financing in terms of the adoption of appropriate measures to identify customers and directions the authorized body of reliable information on transactions subject to mandatory control.
The “first land RC”, according to the Central Bank, has been involved in questionable conduct operations with cash and TSB – in questionable transactions to withdraw large sums of money abroad.
In accordance with federal laws the Bank of Russia has suspended the powers of the executive bodies of credit institutions.
According to reports, in terms of assets NGO “The first land RC” on November 1, 2014 840 took place in the Russian banking system, JSC “TSB” – 494 th place.
