Putin: The scope and diversity of challenges facing the APEC impressive – Russian newspaper

The eighteenth-nineteenth of November this year in Manila, held a regular meeting of the leaders of the countries – participants of the APEC forum. It will be held under the chairmanship of the Philippines proposed the motto – “To improve the world through inclusive development”.

For a long time the driving force of economic growth in the Asia-Pacific region and other regions of the world was trade. However, to the extent that it reduces the effect of tariff liberalization, it became obvious that we need additional agreements covering services, investment, non-tariff barriers, competition policy and subsidies. Naturally, without complex negotiations, mutual compromises to achieve this is impossible.

One of the possible ways out of this situation becomes the deepening of regional economic integration. Today, Russia – together with Armenia, Belarus, Kazakhstan and Kyrgyzstan – is successfully developing the Eurasian Economic Union (EAEC). Our integration project initially focused on cooperation with other countries and their associations. In May this year signed an agreement on free trade zone between the EAEC and Vietnam. The possibility of signing similar agreements are considering more than 40 countries.

An example of a transparent partnership is an agreement EAEC pairing with Chinese initiative “Economic Belt Silk Road.” The project will “broaden” a number of “bottlenecks” in the field of transport infrastructure, regulation of cross-border movement of goods and services; will give a serious impetus to the integration of APEC economies.

We hope to go to a mutually beneficial agreement in the field of conventional and renewable energy, emergency response, food security and agriculture during the Russia – ASEAN, which will be held next year in Sochi.

Create a new free-trade areas as a whole contributes to the formation of favorable conditions for the liberalization of trade flows and investment in the Asia-Pacific region. However, the confidential nature of the negotiations on the establishment of Trans-Pacific Partnership (TTP) is unlikely to help sustainable development in the Asia-Pacific region.

We are convinced that the strategic path lies not only in the growing number of free trade zones, but also in the joint development and implementation best practices in liberalization in all APEC members, taking into account the positions and interests of each other.

In this regard, should continue the policy of increasing the role of APEC as a coordinator of the various integration initiatives aimed at creating a regional common, open and non-discriminatory market free from barriers block. Of particular importance in this case is the effective implementation of the “road map to facilitate the advancement of the Asia-Pacific free trade zone”, approved in Beijing in 2014.

In order to realize the potential of the APEC is not enough just to agree on the rules of the game in relation to today’s trade flows. It is necessary to develop joint approaches to the formation and regulation of emerging markets, the “new economy” based on digital technologies. To form the institutions and rules that provide additional opportunities for entrepreneurs of our countries to create modern, forward-looking products and quality jobs.

For its part, Russia is actively participating in the work of new financial institutions in the region – the Bank of BRICS and the Asian Bank of infrastructure investment. I am sure that their activities will not only contribute to the development in the Asia-Pacific region, but will also contribute to strengthening the stability of the global financial system.

At the national level consistently engaged in creating the most comfortable business climate. These efforts have received and international assessment over the last four years in the Doing Business rating of the World Bank Russia rose by 69 positions, from 120 th to 51 th place.

Russia supports the actions of APEC, aimed at creating favorable conditions for investment in the regional system of transportation of energy resources, development of integrated energy markets, increase the share of clean and renewable energy sources, ensuring access to low-carbon technologies.

Very soon, in December held the Paris Conference on Climate Change, which will attempt to reach a global agreement to reduce greenhouse gas emissions. We are interested in the success of this work and has already submitted a report on national contributions to these efforts.

The scale and diversity of the challenges facing APEC, is truly impressive. I am convinced that we will be able to solve them successfully, based on the fundamental principles of partnership, working for the benefit of our peoples and in the interests of promoting the formation of a unified Asia-Pacific family.
