The draft resolution says that the court would be “an effective guarantee for independent and impartial investigation process.” The text notes that the collapse of the plane in the sky over Ukraine is “a threat to international peace and security” and all States should cooperate fully with the tribunal.

Deputy Permanent Representative of Russia to the UN Peter Ilyich commenting draft resolution, said that Russia considers the idea of ​​a tribunal on the case of the collapse of Boeing counterproductive. Asked whether Russia opposes the creation of such a tribunal, he replied: “Yes.” Russia as a permanent participant of the UN Security Council has the right of veto, along with France, Britain, China and the US, and may block the resolution.
