Pushilin: US intervention will prevent a peaceful dialogue on the Donbas – RIA Novosti

What is agreed at the talks in Minsk

One of the most important points of the signed agreements in February in Minsk was the constitutional reform and the adoption of the permanent law on the special status of certain regions of Donetsk and Lugansk regions. The agreement states that decentralization should take place in consultation directly with representatives of these areas, but Kiev authorities ignored this provision, stating that they did not intend to go to dialogue with representatives of the rebel territories.
