State Duma adopted the Federal Law “On Amendments to the Federal Law” On Physical Culture and Sports in the Russian Federation “and Article 13.2 of the federal law “On the Legal Status of Foreign Citizens in the Russian Federation”, “better known as the” Law of Legionnaires’. The bill sets limits for participation in competitions for international athletes who are not entitled to play for the Russian team, as well as to regulate the number of foreigners who can claim to participate in domestic competitions this or that domestic sports organization (for example, football or hockey club).
The bill also introduces a rating scale for the “foreign players”. Its parameters will be the qualification, age foreign athlete during his permanent residence in Russia, as well as sports performance athletes. According to the authors of the bill, its passage would establish the attraction of foreign athletes, coaches and other professionals to work in Russia, and increase the competitiveness of Russian players.
