HRC: remove an observer from the elections can only court – BBC

The Council for Civil Society Institutions and Human Rights Council (HRC) supported the amendments to the electoral law, according to which the right of election observers by political parties and candidates will be expanded. This was told the head of the commission on electoral law HRC Ilya Shablinsky, reports TASS .

According to the innovation, observers from political parties or candidates can be removed from the polling station only by court order.

«Now there is a project under which such removal is only an observer in court,” – said Shablinsky. This innovation will not apply to observers from the media – they will still be able to remove from the observation area by the decision of the election commission.

However, members of the HRC not yet fully understand how the proposal will work in practice.

«I still can not imagine how this provision will work if the station commission would be interested in to remove the observer. Can they quickly go to court, and the judge will make a decision immediately. This also can not be ruled out, “- said the representative of the HRC.

Also amendments proposed to limit the number of observers from the same party or candidate. According to the innovation, the maximum number of observers will be reduced to two. At the same time, political parties and candidates will have to provide data on its observers a few days before the election.

The decision on the improvement of the electoral legislation was adopted after a meeting of Russian President Vladimir Putin with members of the HRC even in 2015. Following the meeting, Vladimir Putin ordered his administration in conjunction with the CEC to study this issue and submit proposals to the January 20, 2016.
